This is a simple enough thing where I think having competition, or even just a threat of competition, keeps people innovating. We do pretty good about not losing things. But we've found 2 iPhones on the ski slopes, a pair of kids skis (buried in 2 weeks of snow), a motorcycle tool kit, and a wallet. Sometimes it was tough to track down the contact info, but they all made it to the right people. For all of these things with a value well over $100, it could make sense. OTOH my sister-in-law left her purse in Bishop after their family visit here, and didn't figure it out until after driving another 2 hours. They were able to mail it to her, but that is a time where the proximity or lost warning would have really helped. There's a lot of options out there. While I wouldn't think this to be a primary focus of Apple, it does dovetail in nicely with the "Find my" items. As long as it doesn't take too much effort, I could see it being one more thing in the ecosystem that helps keep everyone in it.
