Maybe Project Titan is not as dead as had been reported. Project Titan is not dead. It was claimed that the direction is changed from making the whole widget to software and services only. Employing a hardware engineer doesn't mean it is back to whole widget, still need hardware guys to provide the algorithms to the software applications.

This waaaayyyyy out of my realm of knowledge, but couldn't Apple just buy a fleet of cars and outfit them with the needed sensors, computers and displays?

This rumoured hiring gives me some hope that Apple is still in the auto hardware game. Who is going to buy standalone software and how much (little) are they going to pay for it? If Apple is only doing software it's going to be a multi billion dollar mistake and a gigantic waste of time.
Hardware: iPhone: best in class iPad: best in class Apple Watch: best in class Mac: best in class (debatable)
Software/services: Siri: no better than Google Voice/Cortana/Alexa Maps: not as good as Google Maps iCloud: not better than Dropbox, Google Drive, Google Photos etc. Apple Music: equivalent to Spotify
Apple Pay: best in class but makes insignificant profits iOS/OS X: best in class but tied to hardware
Anybody see a trend? Nobody wants Apple software unless it's free or tied to their legendary hardware. Apple needs to focus on their strengths - industrial design and building the whole widget - not a cheap add-on to another brand. No better way to do it than to build their own car with the software to go along with it.

But I think it is good only for alpha testing, beta testing requires better car. Can't remember the term, build a model to showcase your software/ chipset is called what?

I have had thoughts about Volkswagen Corp. They do not need to publicize a possible working relationship with Apple and lending top Engineer to work at Apple. What if...is all I'm thinking. Volkswagon is a pretty big deal. A chance for them to recover their reputation after the recent embarrassment. I don't recall Apple confirming or denying that Project Titan had been scrapped. I read Internet speculation about it. If anything, it looks like Zadesky got run from the project because it was not going where it was supposed to, and Apple rebooted it with Mansfield. As I've said many times, Apple doesn't really green light projects until they actually see what they've got. They are always running projects that never see the light of day (like Munster and the TV, Munster was right; of course Apple was working on TV's. They just never got the final green light.) And there can be several iterations and reboots of a project before they see a shipping product, if ever. As a recent article argues,
